How Much Workspace Per Person? The UK Legal Minimum and Real Sizes
Britain's legal minimum is stated as a volume, not a floor area: 11 m³ of empty space per person normally working in the room, with ceiling height counted only up to 3 m. At a typical 2.4 m ceiling that works out at about 4.6 m² of floor each; at a 3 m ceiling, 3.7 m². That is the floor of what is lawful, not a target. Of the 3,222 private rooms with a size in this catalogue, 39 are below 4.6 m² — rooms that need a high ceiling to hold even one person legally.
Why is the UK rule a volume and not an area?
Because the British rule is about air, not about desks. The Approved Code of Practice to Regulation 10 of the Workplace (Health, Safety and Welfare) Regulations 1992 sets 11 m³ per person, measured on the empty room, and caps the counted height at 3 m so that a tall warehouse does not "earn" extra people. Furniture, storage and partitions all reduce the usable volume, which is why the ACoP calls 11 m³ a minimum that may be insufficient depending on layout and the nature of the work.
The conversion catches people out. A 4 m² room with a 2.4 m ceiling is 9.6 m³ — below the minimum for one person. The same 4 m² room with a 2.75 m ceiling is exactly 11 m³. Floor area alone never answers the question.
How much space does a team actually need?
The legal floor and a workable office are different numbers. In practice UK flexible buildings allow room for circulation, storage and meeting space on top of the per-person minimum, and the listings reflect that.

What does the size distribution look like?
Across the 3,222 sized private rooms listed in the UK: 494 are 20 m² or under, 779 are 20–50 m², 1,293 are 50–150 m², and 656 are larger than 150 m². The ninth decile is 252 m². A UK search that assumes everything is either a cupboard or a whole floor is missing the middle, where most of the supply actually sits.
What else eats the space?
Four things stand between the 4.6 m² legal figure and a room a UK team can actually work in:
- Circulation. Doors, walkways and the space to push a chair back are not usable desk area but are inside your m².
- Storage. Cabinets and coats reduce the empty volume the regulation measures.
- Meeting space. In a serviced building this usually sits outside your room and is charged on use — which is why a serviced room can be smaller than a conventional office for the same headcount.
- Growth. A room sized exactly for today's headcount is a room you outgrow before the term ends.
Does the rule apply to coworking desks?
The regulation applies to the workroom, so it is the operator's responsibility for the whole coworking floor rather than something you calculate for your seat. That is one practical reason desk listings in this catalogue carry no floor area: a desk is a seat in someone else's room, and publishing a per-seat m² figure would describe an allocation, not a space you control.
